Vor wenigen Tagen hat das österreichische Parlament beschlossen, einen
Index von ÖsterreicherInnen mit migrantischem Hintergrund einzuführen.
Konkret soll das AMS zukünftig bei allen Arbeitslosen abfragen, ob sie
jemals andere StaatsbürgerInnenschaften als die aktuelle hatten und wenn
ja, welche. Gespeichert werden soll diese Information auch bei
mitversicherten Kindern, die nicht selbst, aber deren Eltern vor der
österreichischen eine andere StaatsbürgerInnenschaft hatten.

"Kurswechsel in der Arbeitsmarktpolitik" veranstaltet. Aber anstatt zu
thematisieren, dass es für Erwerbslose immer schwieriger wird,
Arbeitssuche und die pädagogisch anmutenden Maßnahmen des AMS unter
einen Hut zu bringen oder sich gar mit Mechanismen der rassistischen
Ausgrenzung am Arbeitsmarkt auseinanderzusetzen, lag der Fokus auf der
Weiterentwicklung einer paternalistisch betreuenden
Arbeitsmarktinstitution. Ist schon die Wahl des zentralen Inputgebers,
des Wirtschaftswissenschaftlers und Arbeitsmarktexperten Günther Schmid,
ehemals Mitglied der deutschen Hartz-Kommission, als Positionierung der
AK zu werten, so setzte Herbert Buchinger, der Vorstandsvorsitzende des
AMS, noch eins drauf: Einen Kurswechsel brauche es in Österreich nicht,
nur eine Verbesserung des Existierenden. Da passt es ins Bild, dass
Sozialminister Hundstorfer zwar zugab, die Programme und Maßnahmen des
AMS nicht mehr zu überblicken, dies aber als Ausdruck der Kreativität
der Verantwortlichen wertete (womit er wohl auch die Bewerbungskurse
meinte, die er vor zwei Jahren noch offiziell als "Deppenkurse"
qualifiziert hatte).

Ein anderes, besonders im Kunstfeld relevantes Thema, nämlich die
Verbesserung des Zusammenspiels von Sozialversicherungsarchitektur (bei
unterschiedlichen Beschäftigungsformen) und Arbeitslosenversicherung,
wurde zwar aufgegriffen, aber nicht als Problem wahrgenommen: Die
"Mobilität" zwischen Teilzeit- und Vollzeitanstellung,
Selbstständigkeit, Phasen der Arbeitslosigkeit sei nicht nur im Steigen
begriffen, sondern auch von zentraler Bedeutung für die
Produktivitätssteigerung der Wirtschaft (so Günther Schmid). Das nahm
Herbert Buchinger zum Anlass, öffentlich über eine Permanentbetreuung
aller atypisch Beschäftigten (nur der unselbstständigen) durch das AMS
nachzudenken. Immerhin distanzierte er sich dann doch noch davon, wenn
auch nur unter Verweis auf die finanzielle Lage.

vernünftige gesetzliche Rahmenbedingungen, die es ermöglichen, trotz

Der Österreichische World Music Award wird KünstlerInnen verliehen, deren Musik sich mit Traditionen auseinandersetzt - und mit Mamadou wurde ein Musiker aus einer der großen Griot / Storyteller Familien Westafrikas geehrt. Mamadou ist ein Meister des Balafons… und vermittelt damit in Österreich Geschichten aus seinem Urspungsland, Burkina Faso, wo er auch Hilfsprojekte unterstützt.. Seit 2000 lebt er in Österreich und konnte, u.a. mit der Sängerin und Griotte Fatoumatat Dembele, weltweit Konzerte geben. Schön, dass er auch in Österreich die Anerkennung bekommt, die er verdient!

So lernten die Musiker viele Facetten und Interpretationen der österreichischen Volksmusik kennen, wobei sich die Aufmerksamkeit bald auch auf das gesamte Gebiet der alten Monarchie richtete und Musik der ehemaligen Kronländer Österreich-Ungarns einschloss. Somit gehörten neben den vertrauten Polkas, Walzern und Märschen zum Beispiel auch der Csárdás aus Ungarn und der Slowakei zur musikalischen Sprache von Federspiel.

Geprägt ist die musikalische Signatur von Federspiel vor allem durch die Herkunft und den Hintergrund jedes einzelnen Musikers – all diese (musik-) biografischen Elemente fließen unweigerlich in die Gruppe ein. Zur Musik Federspiels gehören daher Eigenkompositionen mit Pop-Elementen genauso wie Arrangements traditioneller mexikanischer Musik oder die Zither als Soloinstrument.

Einen Gattungs- oder Genrebegriff gibt es dafür nicht, terminologische Festlegungen à la „Volksmusik“, „Weltmusik“, „traditionelle“ Musik verfehlen ihr Ziel. So ist der Stil des Ensembles denn auch mit seinem eigenen Namen am besten beschrieben: Federspiel.

LAETITIA RIBEIRO BAND

Laetitia Ribeiro ist Französin und lebt in Wien. Als was sie sich fühlt? Schon auch als Wienerin, aber eben nicht nur. Entsprechend grenzüberschreitend ist ihre Musik. Jahrelang hat Laetitia Ribeiro Texte und Lieder an ihrer “petite guitare” geschrieben, regelmäßig ist sie unter anderem in Wales und Wien aufgetreten, bis sie eines Tages in der Stadt an der Donau hängen bleibt. Hier lernt sie den australischen Musiker Roger Lock kennen, gemeinsam produzieren die beiden in Wien und Sydney ein Album, das sowohl musikalisch als auch textlich Grenzen sprengt.
Die tiefgreifenden, einfühlsamen Texte in französisch, deutsch und englisch sind eingebettet in erfrischende und ausgefeilte Arrangements. Laetitias poetische, ausdrucksvolle Stimme wird durch den Charakter der ausgezeichneten Musiker, die sie begleiten, voll zur Geltung gebracht.
Die Laetitia Ribeiro Band startete mit der Albumpräsentation im Oktober 2011 eine Tour, die das Publikum mit Musik auf höchstem Niveau in eine Welt komplexer und melodiegeladener Arrangements entführt. Dabei wird der besondere Charme der Studioaufnahmen sowohl musikalisch als auch visuell voll zur Geltung gebracht.

Alternativen zum Verlust der Kulturpolitik

“Mobilität statt Barrieren”
“…applicants from the arts and entertainment sector qualify as ‘exceptionally talented’”?

(Arts Council England über Kriterien der Visaerteilung für drittstaatsangehörige KünstlerInnen, die in Großbritanien arbeiten wollen.)

Hochsommer 2011: Die EU- Grenz- und Migrationsregime arbeiten auf Hochtour an Abschiebungen und Selektion. Die Grenzabwehragentur Frontex wird budgetär aufgestockt, „Unterhaltungs- und Gewinnspielformate” für den Kampf um Papiere ausprobiert. In den Niederlanden startet das TV-Quiz „Raus aus den Niederlanden“ (“Weg van Nederland”) mit AsylwerberInnen, bei dem nur die GewinnerIn sich ihrer Abschiebung widersetzen darf. Der Arts Council England beteiligt sich an einem Pilotprojekt und darf 300 KünstlerInnen ohne EU-Pass für Aufenthaltspapiere nominieren „… if they are internationally recognised as world leaders in the arts or sciences. The Arts Council will determine whether applicants from the arts and entertainment sector qualify as ‘exceptionally talented’.” Das Kulturfestival Kasumama Waldviertel – ebenso wie die Afrika Tage Wien – kündigen Auftritte berühmter KünstlerInnen aus Afrika an, müssen diese aber „wegen der Nicht-Ausstellung von Visa durch österreichische Behörden” am Tag der Konzerte wieder absagen.

Kontrollkriterien für die Kunst

Das ist nur ein Teil der Realität von Kulturschaffenden ohne EU/EWR-Pass, die „für uns” kreativ arbeiten dürfen…oder eben nicht. Denn in Österreich werden Visa- oder Aufenthaltsbestimmungen (auch) für KünstlerInnen zunehmend verschärft. Der Daueraufenthaltstitel für KollegInnen, die hier länger leben und arbeiten ist seit 2006 abgeschafft. Eine Bewilligung für den vorübergehenden Aufenthalt ist auch nur möglich „(…) sofern ihr Unterhalt durch ein Einkommen aus ihrer künstlerischen Tätigkeit gedeckt ist und keine andere Erwerbstätigkeit ausgeübt wird.“ Und die Visa-Bestimmungen für kurzfristige „künstlerische Leistungen” (seit 2006 Reisevisum C+D) sind geprägt von unübersichtlichen Kontrollkriterien: Nachweis ausreichender finanzieller Mittel, fixe Buchung von Retour-Tickets, Abschluss einer Krankenversicherung sowie Einladungen von anerkannten Kunstinstitutionen oder Festivals. Mitunter dann erst entscheiden österreichische Botschaften, ob überhaupt ein Visum ausgestellt wird.

Eine Politik der Destabilisierung und Prekarisierung der Kulturschaffenden ohne EU-Pass

2009 hat das BMUKK eine Interministerielle Arbeitsgruppe zur Auseinandersetzung mit Mobilitätsbarrieren von Kunstschaffenden eingerichtet. Eine Reaktion auf Kritik von Interessenvertretungen, kritischen Initiativen sowie Personen, die seit 2006 vielfältig auf die prekäre fremden- und beschäftigungsrechtliche Lage von KollegInnen aus Nicht-EU/EWR-Ländern aufgrund der rassistischen Fremdengesetze aufmerksam mach(t)en. Schließlich wird durch verweigerte Visa künstlerischer Austausch sabotiert – auch dann, wenn dieser gleichzeitig mit öffentlichen Geldern gefördert wird. All das steht klar im Widerspruch zur UNESCO-Konvention für Kulturelle Vielfalt, zu deren Umsetzung sich auch Österreich verpflichtet hat.

Im Jänner 2011 hält schließlich das BMUKK in einer Stellungnahme zum NÄCHSTEN FremdenUNrechtspaket fest, dass die „…Verbesserung der Rahmenbedingungen der Kunstschaffenden auch im internationalen Kontext ein besonderes Anliegen [ist] und es darf das Bundesministerium für Inneres zum weiterführenden Dialog eingeladen werden.” – Dennoch: Wenige Wochen später gibt der MinisterInnenrat (u.a. mit der Stimme der “Kunst/Kultur”ministerin Schmied) grünes Licht für den weiteren Gesetzesverschärfung. Mit dieser Gesetzesnovelle sind aber keine Änderungen in den Visa- und Aufenthaltsbestimmungen für Kulturschaffende vorgesehen, sondern vielmehr wird eine weitere Kriminalisierung und Rassifizierung aller MigrantInnen vorangetrieben.

Noch kein politisches Handeln, aber eine Infobroschüre ist in Sicht

Während sich die UNESCO Arge „Kulturelle Vielfalt” sofort zu diesem Desaster äussert: „Die vorliegenden Gesetzesnovellen erleichtern jedoch nicht die Mobilität zu künstlerisch-kulturellen Zwecken (…), sondern schaffen zusätzliche Mobilitätsbarrieren”, übt sich Ministerin Schmied wie gewohnt in Kommunikationsverweigerung. Ein offener Brief des Kulturrat Österreich mit Nachfragen zu diesem Thema vom April dieses Jahres ist bis heute unbeantwortet.

Lediglich aus dem Kreis der Interministeriellen Arbeitsgruppe gibt es „Neuigkeiten”: Das Erscheinen, der für diesen Herbst angekündigten Infobroschüre zu fremden-, und beschäftigungsrechtlichen Fragen für Kunstschaffende, wird sich bis Frühling 2012 verzögern. Mitte Oktober soll die Redaktionsgruppe mit VertreterInnen aus Innen-, Außen-, Sozial- und Kulturministerium ihre Arbeit aufnehmen. Ein wichtiger erster Schritt in dieser Ministerien übergreifenden Zusammensetzung! Das Festlegen von Musterprozedere beispielsweise im Visabereich steht jedenfalls seit dem erstem IMAG-Treffen (Dezember 2009) auf der Agenda.

Wir werden weiterhin durch offene Briefe, Aktionen, Vernetzung und Zusammenarbeit antirassistischer KulturproduzentInnen und Initiativen kulturelle Vielfalt statt rassistischer Einfalt fordern und weitertragen! (Siehe Problem- und Forderungskatalog: Mobilität statt Barrieren!)
